First, head to the anchor in the Reception Hall aboard the Skybreaker. The Sleeping Hammer is purchased from Maozhen at the Unclaimed Parcels Distribution Point. It can be found directly opposite the teleportation point in the Greenery Well. You can purchase 3 of this item at a time.

As for Scratching Stickand, you can find this item on the counter of Mr. Ho, located in Aurumathon Alley. The location of his shop is shown in the screenshots above. Note that you can take not only the item itself from him, but also its recipe.
