Teleport to the anchor “Hall of the Dreamlord”, located on the first floor of the Morning Dew Residence (access to this location is unlocked during the quest chain “The Cat Among the Pigeons”), and then run into the passage on the left, where the stairs are located. Climb it to the second tier, go a little forward and turn into the door on the right. Run along the corridor and you will find yourself in a spacious room with a 3D map.

If you have been here before and unlocked the bridge, then simply run to the other side to the portrait. Otherwise, take the dream bubbles from the fountain on the left and activate the bridge even further to the left. Walk along it to the wall, and there activate the second bubble bridge, which will return you to the horizontal plane.
