At the end of the quest “The Case of the Returned Cultist” in Dragon Age: The Veilguard, you can face an important choice regarding Nev Gallus. Each of the options provided will lead Nev to Veilguard Legend status, but the rewards for completing the quest will differ.

Become a Heroine or a Mysterious Protector
In the final quest of Nev's questline The Case of the Returned Cultist, you must free Port City from the Venatori Elia. Once you reach the cultists' ritual circle in the city's Sanctuary, you will have to decide what Nev will choose: to protect the city in secret or to become a hero who instills hope in all its citizens.
You are the hope of the Port City
By choosing the first option, Nev will agree to become a heroine and a symbol of hope for Minrathous. After that, you will have to fight the Venatori, and also help Nev weaken Elia's blood shield.
After defeating all opponents, Rana will hand over the cultist to the justicar of the Port City, and your squad will return to the Lighthouse, where after a short conversation Nev will become a Veilguard Legend. Along with this, she will receive legendary equipment“Detective's Robe” and the “Cold-Blooded Justice” skill.
The unique skill “Cold Justice” will significantly increase the damage from cooling and the freeze time, which will help Nev restrain enemies longer.
“Detective's Mantle” will guarantee a decrease in enemy resistance to cold after a successful detonation. Now explosions will impose a freeze on targets whose resistance to cold is below 0%.
You are protecting the port city
To persuade Nev to secretly defend Minrathous, choose the option “You are defending the port city”. After Elia's defeat, you will return to the Lighthouse directly to a conversation with Nev.
After completing all her cases, she will be able to receive the status of Veilguard Legend, the legendary armor “Thread Plate”, as well as a new skill “Winter's Fury”.
The Veilguard skill guarantees an increase in critical damage from Nev's attacks by half, and will also allow her to inflict more damage on enemies with low health and reduce the cooldown of other abilities.
The Threadplate Light Armor will also increase the damage of the Shattered status, which will now be applied to enemies after the explosion. However, Shattered targets will not be subject to the explosions again.
Convincing Nev to become the city's secret protector will be the most effective option, as these rewards will be able to increase the overall and critical damage of her skills, while constantly applying the Shattered state to enemies.
If you previously chose to save Treviso, then due to Nev's bitterness, she may not immediately become a Veilguard Legend. Continue to complete other quests, periodically talking to her at the Lighthouse, and after increasing her approval, she will be able to become ready for the final battle.
