You will have to complete a small quest, “Safety Guide to Modifying Concrete Mixers”, which becomes available after reaching Internet level 33. Go to the “Repair Zone”, turn around, and you will see Kosaku next to the concrete mixer – chat with him to start the quest.
Then talk to the bear named Lee and ask if he can help you improve the construction equipment. Return to Kosaka again and tell him what Lee told you. This will end the mission immediately.
For Helping Others II

After completing the previous quest, wait for the next game day to begin and for a message from Kosaka to start the “Hands and Art of Caring for Concrete Mixer Trucks” order. Return to the “Repair Zone” and talk to Kosaka again regarding the modification.
Next, go to the cement mixer on the left side and click on it. You can choose any answer options, since you still won’t be able to fix it. Go to Grace, who is standing nearby, and talk to her. She will agree to help you, but only after you take a picture of the mechanical arm for her.
Travel to the Turbo Workshop on Sixth Street and you will find Enzo right next to it – talk to him and ask for permission to take his photo. The game will mark 4 characters with markers, but if you do not want to talk to each of them, then immediately go down into the pit to the left of the concrete mixer and talk to the Cautious Worker.
