In Honkai: Star Rail, Enemy of the State is an exploration mission and part of the “In Our Time” quest chain. During it, you will be able to learn about the location of Stellaron, ask about Welt's plan and meet with the Watchmaker, following Gallagher. How to start the task
< p>It starts automatically immediately after completing the previous mission in the line called “Small Town Grotesque”. So open your quest log and start tracking the quest you want. If this does not happen, then try logging out of your account, wait 20-30 minutes and re-login.
Talk to Gallagher and Sunday
While near the memorial stones, engage in dialogue with Gallagher to find out what exactly is happening in Penaconia. You learn that the planet of celebrations is the result of the Stellaron disaster. You can choose any answers, as they will not affect the story.
Resurrection knows about the location of Stellaron, so you will need to talk with him. Turn around and approach the brother and sister. You will learn that a dangerous object is located in the Great Theater of Penaconia, and it is used by the current Lord of Dreams – Gopher Ancient.
How to meet the Clockmaker
Welt will want to tell you his plan for further action, so you will need to chat with him. He will say that Sunday cannot be trusted, and the badge received from Aventurine is a transmitter. Next, Gallagher will approach you and offer to meet with the third Nameless One. Approach the quest marker on the site.
Watch the short video, and then head to the garden that appears ahead. Activate the spatial anchor, go up the stairs and approach the chair. The Clockmaker's legacy is the Dream Bubble. You can choose any answers, since you won’t find anything inside it anyway.

The mission will end here, and you will unlock the “The Last Tycoon” achievement, for which you will receive 10 star jades. Your reward will also be: 600 Mastery points, 80 star jades, 300 hour credits, 80 thousand credits, 5 lost crystals and 8 traveler’s guides. You will have access to the next task – “Bullet and Brain.”
