Two items increase the hero’s ATK by 18%.
Four items give +50% damage to the hero when he leaves the battlefield for 3 seconds. Further, the damage increases or decreases by 10% (maximum – 50%, minimum – 0%) depending on whether there are nearby enemies with the Burning status. The effect works regardless of whether the wearer of the set is on the field.

How to upgrade Unfinished Dreams
You can increase the level of an artifact by going from your inventory to a special boost menu.
To level up, you can use any other artifacts, as well as special items – sacred essences and oils. They are sold by Puffy in the Teapot of Serenity, sometimes they are given as a reward for events and some tasks.
Who is suitable for Unfinished Dreams
The easiest way to collect this set is on Dendro and Pyro heroes, although in squads Holders of other elements can also play with Burning. One way or another, the team will have to be composed so that the status on the enemies hangs constantly, maximizing the damage you inflict.

Consider the other characteristics of your heroes and try to maintain a balance: perhaps the Elemental Mastery set may be more useful and effective, since it allows you to increase damage from reactions.
A set of 2 does not impose any special requirements on the game, so you can put it on any hero that needs extra ATK.
